Presidio ISD tells TEA it cannot afford SB 546 bus retrofits after vendor says buses aren’t retrofit-able

Presidio ISD trustees voted May 20 to send documentation to the Texas Education Agency stating the district does not have the financial resources necessary to comply with SB 546, the state mandate requiring three‑point seatbelts on school buses. Board member Brenda Witty made the motion, seconded by Iris Galindo, and the motion passed unanimously 7–0.
Administrators told the board the district’s current buses “cannot be retrofitted to meet the requirement” per the manufacturer and estimated the cost to replace the fleet at approximately $1,680,000. Trustees said that figure is not currently included in the district’s budget and that the board would formally notify TEA of the fiscal constraint. The discussion noted the district’s limited local revenue and competing capital priorities outlined later in the meeting.
