Council rejects EQ digester recoating bids after proposals exceed estimate

"Wabasha construction was the low bidder at $1,723,000," Steven said, and recommended rejecting all bids and reviewing the project again later.
Council moved and seconded the recommendation to reject bids; a roll-call vote recorded unanimous approval and the resolution passed 7–0. The department said it will reexamine scope, cost assumptions and timing before bringing a reworked solicitation back to council.
Why it matters: the wastewater-treatment expansion is one of the city’s largest capital projects; higher-than-expected contractor pricing can delay schedules or require scope adjustments.
