The Sapulpa Public Schools Board approved a motion to designate Superintendent Rob Armstrong and his designee as the district Purchasing Agent and the Authorized Representative for all federal programs, including E‑Rate and Child Nutrition, and as Designated Custodian for the general, building, child nutrition, bond and activity funds for the 2025–26 school year.
The motion was made by Larry Hoover, seconded by Johnny Merrell, and recorded as passing 4–0 with one absence. The designation centralizes authority for procurement and federal program signatory responsibilities for the coming school year.
Board members did not attach conditions to the designation during the open session; the motion formalizes administrative authority needed for federal program compliance and fund custodianship.
