District staff told Riviera ISD trustees at the July 15 workshop that an approximately 29% rise in adjusted taxable value has positioned the district to enter state recapture for the first time.
Jolynn Moreno, a district staff member, said the latest preliminary estimate (received in early June) should closely mirror the final certified values expected after July 25. Staff modeled multiple enrollment scenarios and included recapture liabilities in the projections. Under the highest modeled scenario of 390 students, staff estimated a recapture payment of approximately $28,716 and said they have begun coordinating with the district auditor and legal counsel to ensure compliance with state recapture procedures.
Board members discussed the estimate and its budgetary implications, but no vote or formal directive was taken at the workshop. Staff emphasized these are preliminary figures pending final certification.
