Council approves BID budget introduction, tax-certificate redemption, personnel and grant resolutions

At the Feb. 17 meeting the council acted on several resolutions: it introduced Resolution 2026-27 to present the Washington Borough Business Improvement District budget for 2026 ($367,500) and set a public hearing for March 17; the resolution includes a proposed special assessment of $275,000 to be determined by the borough assessor. The introduction passed (Ayes 6, Nays 1 — Councilwoman Gorshkov recorded the sole nay on the introduction vote).
The council also adopted Resolution 2026-28 to authorize redemption of Tax Sale Certificate #25-00011: the Treasurer will issue a check for $2,362.33 to CHANGSHENG LU (certificate amount $1,062.33 plus $1,300 premium) and the tax collector is authorized to cancel the lien on Block 8 Lot 7. By resolution 2026-29 the council ratified the hiring of Tracy Quamme as a Part-Time Account Clerk effective Jan. 1, 2026 at $28.50 per hour (with vacation and sick time carryover from the Washington Borough Library).
The council also passed a resolution supporting submission of a Sustainable Jersey Small Grants Program application and authorized release of sewer connection escrow for Block 21.01 Lot 4.02 in the amount of $1,071.25. Most of these actions were approved unanimously; the BID budget introduction drew a single recorded no vote at introduction.
