City manager says House Bill 927 limits local control; ordinance to be considered

City Manager Frank Martz told the commission that the Planning Board will consider an ordinance to comply with House Bill 927 at its meeting the day after the May 19 meeting and that the ordinance will later be presented to the City Commission. Martz said the developer will place a deposit with the city and the city will pay the contractor who provides the independent plan review services.
Martz criticized the state measure, saying that in his view "HB 927 does not protect the community or the developer, and essentially takes local government out of the picture." He praised Growth Management Director Dean Fathelbab, Building and Fire Safety Director Tony Apfelbeck, and City Attorney Mary Sneed for their work on the ordinance. The transcript records questions from a commissioner about who pays for the independent review and Martz's direct reply that the developer will deposit funds to cover that cost.
