City reports $3.85M low bid for East Side water-main and lead service replacement; engineer review pending

City Administrator Derrick Champion reported that bids opened on May 5 for the East Side Water Main and Lead Service Line Replacement Project. The project will replace about 9,400 feet of deteriorating water mains and replace 207 lead service lines serving homes on Winchester Avenue, Damen Avenue and Dixie Highway.
Two bids were received and the lowest bid was from Airy's Inc. of Joliet for $3,850,617. Champion said the city's engineer is reviewing the bids and will later make a recommendation to the council. Champion stated the project is being funded with Illinois Environmental Protection Agency (IEPA) State Revolving Funds.
Champion also reported other related procurement milestones: bids for the East Side Combined Sewer Rehabilitation Project-Phase I were due May 8; construction for Wolcott Avenue combined sewer replacement is anticipated to begin May 18, 2026; and the Green Alley Phase II project is near completion with a pending ribbon-cutting by the Metropolitan Water Reclamation District (MWRD) and Cook County partners.
