The Hays City Council on May 19 approved a resolution to select Freeland Turk Engineering to provide engineering, architectural and surveying services in support of the city’s Texas Water Development Board water supply and infrastructure grant application.
Council members and staff discussed how consultant fees will be handled if the grant is awarded and whether design work will proceed before award. Staff explained the city may request reimbursement for design costs when eligible and that consultants will provide cost estimates but will not proceed with full design until a grant award is confirmed, to avoid upfront city expenses.
A motion to sign the resolution authorizing award to Freeland Turk Engineering was made, seconded and approved by voice vote (4 in favor, 1 absent). The resolution states that any contracts or commitments are dependent on successful negotiation with the service provider and on TWDB requirements.
Staff will negotiate scope and fee task orders with Freeland Turk Engineering if the grant application advances and will proceed to bidding on projects only after award confirmation.
