Hays council focuses grant planning on water conservation: meters, wells and storage

No specific projects were selected at the meeting and staff said final eligibility and scope depend on engineers' assessments once an RFQ is completed.
The council also discussed keeping 'loans' in the solicitation language despite noting the city has not historically pursued loans in recent cycles; members agreed to retain that option in procurement documents. The meeting did not set a schedule for issuing solicitations or selecting projects.
