Hays council moves to form committee to pursue HP/500 water and drainage grants

Staff told the council they have been attending HP/500 webinars and workshops and are preparing applications for water-conservation and infrastructure funding, including smart meters, advanced meter infrastructure and repairs at Elliot Ranch. "We've been attending workshops and workshops as they come up and then having regular meetings," the presenter said, urging the council to form a committee to meet the grants' tight deadlines.
Council members discussed priorities including fixing wells, bringing well number 3 online, installing smart readers and possibly adding an extra storage tank for Elliot Ranch. Staff said some eligible expenses can be claimed retroactively to last June and that the city will work with engineer Freeland & Turk on a task order to meet application requirements. The council approved a motion to form a committee (three members plus an oversight role) to prepare the task order and coordinate with the engineers; members named for the committee include Megan and Rose while the chair will provide oversight and the task order will seek a dedicated Freeland & Turk engineer assigned to the project.
Council members emphasized the need to be "ready to proceed" as eligibility often requires prior planning and documentation. A council member offered to assist with easement research but the chair said the city will keep engineering work with its internal contacts and the contracted firm for project continuity.
