The Solvang Planning Commission unanimously approved a development permit Aug. 3 to allow façade improvements to an existing elevator/tower structure at 433 Alisal Road (APN 139193011). Staff described a proposed re-skin using stucco, 0.5" timbers and a standing-seam copper roof; because the work affects fewer than 10,000 square feet of an existing structure, staff said the project is categorically exempt from CEQA under Guideline §15301.
Rafael, community development director, described the DRC's conditions of approval: the copper seam roof must be pretreated to achieve an aged finish consistent with existing elements, and interior display cases must maintain a minimum 50% transparency so they are not obstructed by signage. Applicant Adam Firestone said the copper was chosen for durability and to better match village architecture: "Canvas is just such a tough material in this town ... so the copper ... ages quickly in this climate as you guys know," Firestone said when explaining the choice to replace a canvas awning.
Commissioner 10 moved to approve the development permit and Commissioner 4 seconded; the motion passed 5-0.
