Staff and bond counsel summarized development‑agreement safeguards, value‑to‑lien metrics (IA met or exceeded a 2:1 requirement), and tax‑rate analyses showing lower projected homeowner assessments versus earlier estimates.
Council asked technical questions about clawback provisions in development agreements and what would occur if the council declined to approve a PID at this stage; presenters said those details are governed by the development agreement and bond documents and that refusal could trigger contractual remedies or PUC processes for utility provision. After discussion the council voted on the ordinances and authorizations to issue the bonds; the vote was recorded by voice as unanimous.
