Rockport-Fulton Independent School District trustees reconvened to open session at 8:01 PM on March 31 and recorded a partial grant and partial denial of a Level 3 parent/student grievance dealing with personally identifiable student information.
Trustee Bonni Randall moved, and Trustee Eli Ramos seconded, "to partially deny and partially grant the appeal and instruct the Superintendent as follows: to implement and ensure practices and procedures are in place that were listed in the Level One appeal, safety procedures, supervision practices, reinforce active monitoring for staff and guest teachers, and as stated in board answer, disciplinary records should reflect aggressive behavior." The minutes state the motion "carried." The board's action followed a closed session held under the Texas Open Meetings Act provision cited in the minutes as "551.0821 – Personally Identifiable Student Information."
The minutes list trustees recorded as voting in favor: Michaela Alston, Bonni Randall, Nikki Yarnall, Logan Burton, Eli Ramos and Jack Vogel; those abstained: Kenny Cruzan; those against: "n/a." The minutes also print the overall vote as "Vote 6-0." The meeting record contains an internal inconsistency: Nikki Yarnall is listed as absent in the attendance line earlier in the minutes but appears in the vote roster as voting in favor. The minutes additionally contain a typographical error in the attestation line (printed as "President Keny Carpon"). The district did not provide further explanation in the minutes for these attendance and tally inconsistencies.
The board instructed the superintendent to implement measures described in the motion, including operationalizing safety procedures, supervision practices and reinforced active monitoring for staff and guest teachers, and to ensure disciplinary records reflect aggressive behavior where applicable. The minutes identify Dr. Lesley Austin as superintendent; the motion directs district administration to carry out the listed practices. The minutes do not specify a compliance deadline, nor do they describe disciplinary or personnel outcomes beyond the direction to adjust recordkeeping and supervision procedures.
The action resolves the Level 3 appeal in part and returns implementation responsibilities to district leadership. The minutes show the board adjourned at 8:03 PM. The board approved these minutes at its April 14, 2026 regular meeting, per the attestation line in the record.
