City staff explained that state law (Texas Property Tax Code §6.051) requires approval from 75% of taxing entities entitled to vote on appointment of board members for an appraisal district to proceed with acquiring property and constructing facilities. Council read the resolution into the record and then voted; the motion passed unanimously.
