The board approved a package of actions to advance the new Royal ISD high school, including educational specifications, authorization for surveying services and approval of the schematic design that will be developed into documents to establish a Guaranteed Maximum Price. Trustee Cori Vahalik moved the motions, which passed unanimously; the board authorized West Belt for surveying services in an amount not to exceed $55,000 plus reimbursables and later authorized agreements with Terracon Consultants, Wylie Engineering and Wildan Engineering for professional services over $50,000.
Superintendent Dr. Pape described the schematic as “a labor of love” and said the district had made many requests that the design firm PBK delivered. Trustees asked practical questions during discussion: Trustee Elton Foster asked whether a 39-acre water treatment plant site would affect room for the school and was told by Mr. Brewster the plant was on separate property; administrators confirmed the performing arts center capacity would be 700.
