Royal Independent School District trustees approved the consent agenda at a special meeting Dec. 18, 2025 at the district administration building. Melissa Woods moved that the board approve the consent agenda items "as presented," a motion seconded by Cori Vahalik; the motion passed with Rose Jones recorded as abstaining.
The consent package included an Update to the 2025–26 Administrative Pay Plan; the minutes record a recommendation to move the Police Chief position to pay grade 6. The roll-call vote on the consent agenda was recorded as: Elton Foster — yea; Scott Hartman — yea; Rose Jones — abstain; Traci Seward — yea; Cori Vahalik — yea; Melissa Woods — yea. The board did not separately discuss or amend the pay-plan language in open session, which passed as part of the consent items.
The board did not set an immediate implementation date in open session; administration is authorized to implement items approved on the consent agenda per district policy and usual purchasing authority.
