Board authorizes two-year demographic contract with PASA after debate over Zonda comparison

The Royal ISD board voted to authorize the superintendent to negotiate and execute a two-year agreement with PASA to complete an updated demographic study. Trustee Cori Vahalik moved the authorization and Trustee Jimmy Meader seconded; the motion passed with Trustee Elton Foster voting nay.
Discussion centered on the merits of PASA versus Zonda. Mr. Grom stated that “PASA has more rigor and is more scientific than Zonda,” and Superintendent Dr. Pape said PASA had previously done the district’s last demographic study and would place the district on PASA’s regular schedule. Trustee Elton Foster said he “does not feel PASA engaged the entire community and feels that they didn’t fully investigate.” Trustees and administration also discussed that a two-year agreement would lock in price and provide continuity for future updates.
