The council then approved a housekeeping license for Ma Claudio Rodriquez Monroy; the applicant was not present and Mayor Agpawa said the item was largely a formality tied to fair‑housing compliance.
All three approvals passed on voice/roll calls recorded as 4‑0. No permits were denied or tabled; council members asked no substantive follow‑up questions at the time of approval.
