Mission City Council approves crossing guard contract renewal, adds location after traffic study

Mission City Council approved a contract renewal with All City Management Services Inc. to provide school crossing guard services for the 2026–27 school year following a staff report recommending continued coverage at two primary locations and an additional crossing at 63 In Row.

Chief Madden told the council that staff has worked with the contractor since 2016 and recommended the renewal after outreach to All City Management Services and a traffic study by Prairie Village that found a crossing guard warranted at 63 In Row. "So staff recommends entering the contract with all city management services for that amount in addition to paying the City of Prairie Village for 0.5 of that crossing guard," Madden said. Madden provided the staffing basis used by the contractor — two shifts per school day, calculated over 180 school days — and said the company's estimate for the year was "$32,630.40 is what's estimated." Staff reported the contractor's proposed hourly rate as approximately $45.32 per hour.

A councilmember moved to approve the contract; the motion text in the transcript includes a typographical inconsistency in the hourly rate (the mover recited "$45.45.32"), which differs from the hourly figure stated in the staff presentation. The motion was seconded and approved by roll call. The clerk recorded affirmative votes from Councilmembers Hayden Chapposy, Green, Schmid, Vaughn, Carpenter Davis, Demosa and Chosse; the chair announced, "Motion carries." The approved motion directs staff to enter the contract with All City Management Services and to pay Prairie Village the city's half of the identified crossing guard cost for the additional location.

The city did not receive public comment on the item during the meeting. The council moved next to an executive session for consultation with the city's attorney.
