County staff brief trustees on charter renewal process; Olive Grove sites face June 2026 term expirations

Bridget, the county presenter, gave trustees a detailed briefing on charter schools and the county board's role in renewal and appeals. She explained that charter authorizers in California include local districts, county offices of education and the state board of education, and that the state board is winding down authorizations. When a district denies a petition, a petitioner can appeal to the county board for de novo review; if the state board is the authorizer, appeals proceed to the state board and, if granted, the state board consults with the petitioner to decide the next authorizer.

The presenter said Olive Grove operates four state-board-authorized, non-classroom-based independent-study charter sites in the county. Dataquest enrollment figures cited in the presentation were: Lompoc (125), Buellton (34), Santa Maria (153) and Santa Barbara (74). All four terms expire 06/30/2026. Bridget said Olive Grove submitted renewal petitions to the four districts this summer (in July) and those districts have a 60-day review period that includes public hearings and votes; those decisions are expected at October board meetings. If a district denies renewal, Olive Grove is likely to appeal to the state board; if the state board grants an appeal, the state board in consultation with the petitioner selects the authorizer (district or county office).

Trustees asked about the narrow statutory criteria for denial and the county's capacity to assume authorizer responsibilities. The presenter said denial for middle-tier charters requires documented academic underperformance and a finding that closure is in students' best interest, or substantial fiscal/governance risk, or demonstrated access violations after corrective notice. She said the county would need to prepare staffing and systems quickly if it were to assume authorizer duties for any Olive Grove site by July 2026.
