Board awards inaugural Joe Howell Legacy Scholarship to local student

The Santa Barbara County Board of Education presented the inaugural Joe Howell Legacy Scholarship to Andrew Jose Garcia Vasquez at its Oct. 9 meeting in Santa Maria. President Carty introduced the award, which the board established in 2024 to support students pursuing higher education or career training who have been part of the county's juvenile court and community schools program.

Dr. Susan Salcedo, superintendent of schools, thanked the board and staff and described the scholarship as recognition of students' accomplishments and a way to support their next steps. Nadra Erman, chair of the Community Relations Committee, read traditions tied to Howell's service and emphasized the power of recognition from the community and family. Andy Evans read a letter from Amanda Daniels, a JCCS teacher who recommended Andrew; the letter praised his focus and dedication and noted he was the first student from the program to receive a scholarship.

Joe Howell, the trustee honored by the award, told the room the scholarship "represents much more" than a certificate and check and praised the student's progress. Andrew Garcia Vasquez addressed the board and family: "I wanna thank my mom, my grandma, and my dad... I really wanna be a plumber and... support my family." The board presented a certificate and a check and paused for photos before resuming the agenda.

The award ceremony included brief remarks from selection committee members Bridget Boblitz and Renee Wheeler, and emphasized the county board's role overseeing the juvenile court and community schools program. No formal board action was required for the presentation.
