The Royal Independent School District Board of Trustees voted to approve the 2026–2027 Administrative/Professional Pay Scales during a special meeting April 29, 2026. "I move that the Board approve the 2026-2027 Administrative/Professional Pay Scales as presented," said Cori Vahalik, who made the motion; Traci Seward seconded and the motion passed. The recorded vote was: Elton Foster, Nay; Scott Hartman, Yea; Rose Jones, Abstain; Traci Seward, Yea; Cori Vahalik, Yea; Melissa Woods, Yea.
Trustee Elton Foster objected to approving the scale outside the formal budget process, saying the pay scale should be reviewed as part of the district budget so trustees can evaluate salaries together. Dr. Pape told the board that presenting the scale was necessary because positions have changed and been restructured; she and the CFO are already working through the budgeting process and salaries and raises will be revisited during budget development. The minutes state approval of the scale "does not change salaries at this meeting."
