Malabar staff begins FY26/27 budget work, proposes 4% COLA for non-contracted staff

Town Manager Lisa Morrell told the council the year-end FY25/26 estimates look favorable and that she is developing the FY26/27 budget. As a planning assumption she said she was including a 4% cost-of-living adjustment for non-contracted staff, noting the local CPI is about 3% and other municipalities are using 4%.
Council Member Wayne Abare asked what the COLA was last year; Morrell said it was 3%. Abare said he was comfortable with a 3% figure but the mayor and other members indicated agreement with using 4% as the working planning number. Morrell reminded council that staff reserves Mondays for council briefings to discuss budget matters; she will return with a proposed budget for council review in the coming weeks.
