Council confirmed annual representation for the League of California Cities conference, naming Mayor Byrd as the primary voting delegate and an alternate to attend as needed; council also approved canceling the Oct. 15 regular meeting. The motion to designate the delegate and cancel the meeting passed on roll call.
On building permit fees, staff (Raffi) explained the city is returning to a valuation-based fee methodology (valuation equals estimated construction cost) to better match inspection and plan-review effort and to accommodate project types that are not square-foot-dependent. The fee change was deferred previously to align with a Tyler software implementation; staff recommended designating Sept. 16, 2024 as the effective date to coincide with the go-live. Council voted to authorize Sept. 16 as the effective date by minute action.
