Commission recommends Golden Pass senior transit program continue and forward to council

Transit staff presented the Golden Pass annual report for Aug. 1, 2023–July 2024 and asked the commission to recommend continuing the program and returning with annual updates.
"Our Golden Pass program provides free rides to Dixon residents who are aged 80 and up," the presenter said, explaining that the system is an on‑demand service and that grant requirements require a 10% farebox recovery. Staff reported an increase in Golden Pass users from 13 last year to 42 this year and said those rides represent about 4% of total system service.
Staff also provided usage details for high‑frequency riders: one participant's trips fell from 551 last year to 482 this year, which staff cited as a reduction in single‑rider usage. Given the small share of total service (staff cited "4%"), presenters recommended continuing the program but monitoring fiscal impacts to maintain required grant metrics.
Commissioners moved and seconded a recommendation to forward the Golden Pass continuation to city council as an annual item; the motion passed by roll call. Staff said they will return with yearly updates to allow continued oversight of ridership and farebox impacts.
