Northern Valley trustees approve supplemental mill rate under revenue-neutral threshold

The Northern Valley USD 212 Board of Trustees voted Sept. 9 to approve a Supplemental General mill rate of 31.070 as part of the district's tax structure for the 2024-25 year, a rate the superintendent said does not exceed the state-certified revenue neutral rate.
Superintendent Ken Tharman explained the two proposed mill-rate options and recommended the lower Supplemental General rate, saying, "I recommend the board approve the Supplemental General mill rate 31.070 which does not exceed the revenue neutral rate for the 2024-25 school year." The motion, made by Rich Wenzl and seconded by Laquita Smith, carried with recorded votes showing four trustees present voting yea and two trustees absent.
Trustees then moved on to the formal budget process. After a brief Budget Hearing in which Tharman presented the proposed budget and no public concerns were raised, the board adopted the district's 2024-25 budget. The legal budget documents filed with the Kansas State Department of Education show the district's estimated 2024-25 general fund authority at $2,094,193 and a supplemental (LOB) budget authority of $705,312. The board recorded the formal adoption motion (Rich Wenzl, second; Christopher Rogers) and carried the measure in the same roll-call pattern.
