The resolution urges the legislature to grant municipalities greater statutory authority over planning, zoning and land use, to require clear evidence before preemption, to protect local ordinances from override absent a supermajority and compelling statewide interest, and to direct copies of the resolution to Republican Utah legislators and municipalities if passed.
Members debated an amendment to strike the phrase concerning appropriations for public information campaigns; that amendment failed and the resolution was adopted as recorded in the minutes. A separate motion to censure the Federal Administration was introduced earlier in the meeting but was ruled out of order after procedural challenges.
