Council adopts three-year MOU with firefighters; council approves related budget amendment

The MOU covers the period July 1, 2024, through June 30, 2027, includes a 3% cost-of-living adjustment for each year, and first‑year equity adjustments for classifications the staff listed (firefighter 12%, firefighter‑paramedic 11%, fire engineer 9%, fire captain 9%).
Staff also described a new urban search-and-rescue incentive pay (a coordinator receiving $150 per pay period and an assistant receiving $75 per pay period), new language for payment of unscheduled work hours at 1.5 times the regular rate, and a change to schedule-notice language. Staff said $200,000 of the budget amendment is to cover overtime costs resulting from short staffing; other savings exist when positions are vacant.
Councilmember 7 moved to adopt the resolution; council recorded a roll-call vote with the five council members voting aye and the resolution passed. Andrew Tomlofso, president of Dixon Professional Firefighters Local 4665, thanked the council for reaching a common ground on the agreement.
