Dixon council approves consent calendar; Vice Mayor Johnson abstains on separate item

The council then took 9.1 up separately; the motion to approve passed with three ayes and one abstention. The clerk recorded Vice Mayor Johnson as abstaining on item 9.1.
There was little public comment on consent items. The council did not add conditions or amendments to the approved items during the meeting.
