Floresville ISD projects roughly $1M fund-balance decline as enrollment and business valuations fall

At a June 8 workshop, Floresville ISD staff presented preliminary year-end figures showing estimated revenues of about $42,800,000 and estimated expenditures near $43,800,000, producing a roughly $1,000,000 reduction in the district’s fund balance for the year.
"So, if we go ahead and look at estimated totals for this year, revenues versus expenditures, you can see there we have revenues of $42,800,000 approximately, expenditure of 43.8. So, we're looking at a reduction in our fund balance of about $1,000,000 for this year," said Miss Petrie during the presentation. Staff said the decline is mainly attributable to lower average daily attendance (ADA) and a drop in certified property values.
Staff gave certified 2025 property values at about $2.3 billion and preliminary 2026 values of about $2.2 billion — roughly a 4% decline (≈$98 million) that staff attributed largely to changes in the way business real property is valued following House Bill 9. The Texas Education Agency benchmark for minimum recommended fund balance was cited at about $10.3 million; the district’s fund balance as of last June was reported at about $12.2 million, so staff said the district would remain above TEA's recommendation even after the projected hit.
Trustees were told the district expects certified values on July 25, and that tax-rate adoption must be posted by Sept. 30 with action on the rate scheduled for the Sept. 14 meeting. Staff said they are modeling a 98% tax-collection rate in the budget assumptions. The board set a public hearing on the proposed fiscal-year 2027 budget for June 24 at 6:30 p.m.
The district will continue to refine assumptions ahead of the June 24 meeting and the September tax-rate process.
