"Project is about 95% complete," Villarreal said in a status report that described recent deliveries and installations, including rooftop HVAC units and a Main Distribution Panel. He told trustees that permanent power from AEP was connected on March 14 and that staff scheduled a final city inspection for March 27, with a projected substantial completion date of March 31, 2025. The construction contract value reported in project documents is $2,842,564.07; the written update lists several change‑order items, including an AEP enclosure ($18,290.94) and a sanitary sewer replacement ($16,579.00).
The update included punch‑list items such as remaining restroom work, finish waxing and commissioning of HVAC systems. Board members asked about schedule risk and outstanding contractor invoices; the packet shows multiple recent contractor payments and a retained‑value schedule. The presentation noted that cosmetology equipment has been installed and that Trane rooftop units are scheduled for commissioning next week. Staff said cleaning and finish work were ongoing ahead of final inspections.
