Solar customer urges PUCN to change billing treatment after 15‑minute tier charge

Louis Renner, a Carson City resident, told the Public Utilities Commission of Nevada on Oct. 14 that he was billed $0.01 after exceeding a 300 kilowatt‑hour, 15‑minute tier threshold and that his calculations do not match the charge. "On September 25, I was charged $0.01 because I went over the 300 kilowatt hour 15 minute rate increase," Renner said, adding that his own math showed the incremental charge should have been about 0.00724.
Renner asked the Commission to allow monthly electric service charges and fees associated with wildfire insurance and the 15‑minute tier 4 rate increase to be deducted from solar customers' excess-energy credit balances so customers could draw down surpluses. "All I'm requesting is some fairness here," he said, and noted he currently has about $818.74 in excess-energy credits. Chair Haley Williamson invited Renner to speak with regulatory operations staff after the meeting about filing a complaint.
Renner also offered figures he said illustrate NV Energy's ability to absorb costs, calling out payroll and payout numbers during his remarks; the Commission did not adopt any billing changes at the meeting. The comment was heard during the public‑comment portion of the agenda and was recorded for staff follow-up rather than immediate regulatory action.
