Council clarifies $1.9M O&M→capital transfer in consent calendar

Kate, a staff member, explained that the $1.9 million represents budgeted capital projects that were carried forward from fiscal year 2024 because they did not occur in that year. She stated that revenues come into the operating fund and are transferred to the capital project fund only when expenses are incurred: "So the 1,900,000 represents projects that were budgeted...we won't transfer the funds out of operating into the capital until the expenses actually occur." Council accepted this explanation and approved the consent calendar on a roll call vote.
