Commissioners approve employee-benefits renewals; county remains self-insured

Comal County benefits staff presented renewal notices for multiple employee benefits on June 26 and the Commissioners Court approved them. Ms. Hettinger (speaker 12) said the county remains a self-insured, grandfathered plan administered with Blue Cross Blue Shield of Texas; she noted a 9% increase in fixed costs for plan year 2025–26 and that the per-person specific stop-loss level is $125,000.
The court approved the Texas Association of Counties health and employee benefits-pool renewal and confirmed that voluntary employee-paid plans (dental, vision, Aflac group products, LegalShield/IDShield, UNUM disability/life) will continue with unchanged premiums and benefits. Ms. Hettinger also presented an employee assistance behavioral-health agreement for county-paid coverage of employees and dependents, which the court approved.
Commissioners thanked benefits staff for their work; one commissioner asked how many counties remain self-insured and staff replied two counties remain self-insured and grandfathered. The court approved the renewals by voice vote.
