Santa Rosa ISD board hears CTE renovation closeout; bond report shows $3.13 million remaining

The Santa Rosa Independent School District Board of Trustees received an update on the CTE/Early College building renovation and a detailed bond allocation report at its April 14, 2025 regular meeting.
Project manager Ernie Villarreal told trustees the CTE renovation is in final punch‑list and commissioning phases, noting that “Project is about 95% complete” and that rooftop HVAC units were being commissioned and final life‑safety inspections were scheduled. The project packet lists a construction cost of $2,842,564.07 and a contract completion date adjusted to May 12, 2025 to accommodate additional work and punch‑list items.
CFO Marisa Cuevas presented the bond allocation tables showing total bond funds of $8,072,592.56, allocated costs to date of $4,939,105.73 and a remaining bond balance of $3,133,486.83 (reporting dates and interest earned are included in the packet). The bond report broke down project budgets across sites — including Elma E. Barrera Elementary, the CTE/Early College building, athletic facilities and the new administration center — and showed line‑item allocated costs and remaining budget balances.
Trustees received milestones and near‑term work items listed in the packet, including final life‑safety inspections by the Cameron County Fire Marshal, generator startup, and building trainings for special systems and cosmetology equipment. No trustee requested to delay the project closeout; the board carried consent and action items related to construction procurement separately.
The presentation materials, included in the meeting packet, provided weekly construction notes, a key‑milestones calendar, and a cumulative table of allocated and spent bond funds. Trustees did not take any additional binding action on the CTE line items at the meeting beyond receiving the reports; follow‑up items were documented in the project packet for future board review.
