Santa Rosa Independent School District Board President Kelly R. Ballin called the special public hearing to order at approximately 6:00 p.m. on Feb. 17, 2025, and said the meeting would be conducted by videoconference under the Open Meetings Act procedures announced by Governor Abbott. The hearing presented the district's 2023-24 Texas Academic Performance Report (TAPR) and accompanying data on STAAR, EOC, graduation, attendance and discipline.
The TAPR slides showed a four-year federal graduation rate of 97.3% for the Class of 2023 and multiple assessment breakouts by grade and subject. Presenters highlighted gaps between district and regional/state averages on several STAAR measures, attendance figures below regional/state rates for 2022-23 (district attendance 89.8% vs. region 92.7%, state 93.3%), and the district's accountability status and special education determination as "Meets Requirements." The board provided an email window for public comments and adjourned the hearing at about 6:23 p.m.
