County purchasing staff presented a request for qualifications (RFQ) to engage a new public health authority after the county's previous PH authority retired and the county had relied on the state-appointed authority, which created legal limitations on signature authority. The purchasing office said it prepared the RFQ with Cheryl Frazier and the district attorney's office and requested court approval to release it.
As stated in the meeting, the RFQ schedule sets a deadline for questions on "August 8 at 5PM" and a response deadline of "August 19 by 2PM." Public-health staff explained they encountered barriers when the state lawyer would not permit the state-appointed authority to sign certain county documents, prompting the RFQ.
