Council and members of the public questioned whether the parcel had building or dwelling rights and debated whether Residential Town (RT) or Residential Outlying (RO) better fit the adjacent uses. Atty. Samantha Craley told the hearing there are no automatic "building rites" or dwelling rights and that uses must conform to the Ordinance; Council noted RT allows a broader set of dwelling units nearer town while RO is more limited for outlying areas. Opponents argued the presence of a school nearby supported RO zoning but majority councilors said RT better matches surrounding properties.
The decision was procedural and limited to the map change; no specific development proposal was approved. The public hearing record will be included with the Borough files; the change will be reflected on the official zoning map pending ministerial updates.
