Developers show two early concepts for narrow Crystal Lake Road lot: townhomes or three-building apartment option

Tony Cirillo of Cirillo Architecture and Kishan Ahmad of Blackstone Realty presented conceptual designs for a roughly 2-acre site on Crystal Lake Road, describing two options: a 24-unit townhome layout and a 36-unit apartment layout.

Cirillo described the townhome concept as "a 24 unit townhome concept" arranged as four clusters of six units, with typical unit sizes around 2,100 square feet and enclosed garages providing at least two parking spaces per unit (one inside garage and one outside). He said the alternative concept was "a 36 unit apartment building concept" consisting of three buildings with 12 units each, three stories tall, and illustrating about 72 surface parking spaces — roughly two spaces per apartment.

Presenters told the council the parcel is approximately 100 feet by 800 feet and has a rear slope of roughly 30–35 feet (about 4%), which the design team said can be accommodated by stepping separate buildings down the grade. Cirillo and Ahmad noted anticipated retention/stormwater requirements that could reduce unit counts, that building code and fire access have been considered, and that they intend to provide EV-capable infrastructure consistent with state requirements.

Both presenters characterized the illustrations as early-stage and requested council feedback; they emphasized landscaping and maximizing green space. The site was described in the presentation as currently zoned Estate District; presenters did not offer a proposed zoning change or specific financing plan at this meeting.
