Commission delays Smith Douglas Homes rezoning amid neighbor flooding and erosion complaints

Connor Thorpe, representing Smith Douglas Homes, presented a revised Z‑28 plan that reduced an earlier R/A‑4 proposal of about 79 lots to an R‑20 plan of roughly 60 lots, noting the updated plan was submitted the prior week and that the product would target larger, deeper lots to harmonize with nearby Sage Brook.
Opponents from neighboring Brown's Crossing and nearby subdivisions (Clonton Rice Jr., Doug Still and Angela Robinson) told the commission they have documented ongoing flooding, siltation and erosion issues linked to prior development in the area and expressed frustration at what they described as poor communication and unfulfilled commitments by developers. Several residents pressed for the developer to address unresolved erosion and to consider linking the parcel to the existing Sage Brook development if that would preserve prior stipulations.
Stormwater staff told the commission the site has complex drainage patterns that require several stormwater management facilities and that conceptual ponds and piping were shown but not fully engineered; staff said more detailed plan review is needed and that proposed designs so far avoid the floodplain but stream‑buffer determinations remain a technical question. Commissioners moved to hold Z‑28 and then amended the motion to a 60‑day hold (to the October meeting) so the applicant and opposition could meet with watershed staff and present revised plans.
