Finance Director Tomo Oku summarized the annual obligation tied to the former University Circle redevelopment area and recommended that the successor agency adopt a resolution authorizing payment of $97,477 to the San Mateo County Community College District for fiscal year 24/25. "We are asking council to approve a resolution authorizing the payment of, 97,477 contractual obligation to San Mateo County Community College district for the fiscal year 2425," Tomo said during his presentation.
Tomo explained the payment stems from a "make whole" provision in a prior agreement and that the property‑tax increment in the former RDA area is managed by the county. Staff said there is no direct fiscal impact to the successor agency because the county distributes those funds. Council members asked clarifying questions about residual tax payments, and staff confirmed the obligation is related to ROPS and that leftover property‑tax dollars are distributed after pass‑through and ROPS payments.
A council member moved and the board approved the authorization; the vote was recorded in the affirmative and staff thanked Tomo for the explanation.
