The CEI representative said the proposal is intended to protect the project schedule and grant timeline, noting a 10% contingency (~$180,000) had been added for unforeseen conditions. "The grant was about $986,000 So we have put together a change order policy outline to address any change order proposals that come through that need an expedited review," the CEI representative said. Several council members pushed back on raising the city administrator’s approval limit from $10,000 to $30,000, saying the council should retain fiscal control and that special meetings can be called on short notice to address emergencies.
