James, a town staff member, reviewed the history of the social media subcommittee—created in 2017—and said that work stalled and the council later adopted Administrative Letter 41 as internal staff guidance.
"The policy is in effect. It has been for a little while now," James said, explaining the letter covers employee social-media posting rules and related appendices. Members asked for a copy of Administrative Letter 41 to determine whether the council should adopt it formally or direct further committee work to convert it into a resolution or ordinance.
Committee members noted the legal standing of an administrative letter differs from a council resolution and that if a formal policy is desired the council should review and possibly adopt it; otherwise, disbanding the subcommittee would be appropriate because the town's administrative guidance is already in place.
