Subcommittee flags missing closeout reports for Newington school projects tied to $20M bond

James, a town staff member, told the subcommittee that the School Code Compliance Committee (created 2008) and the broader Newington School Improvements program produced many discrete projects but that he could not find final project reports for several of them.
"I could not find any final reports that were ever supplied regarding each of those 4 projects," James said, listing tennis courts, a music-wing project, a gym floor and an abatement project and noting the committee was later disbanded in 2024. Members and staff discussed that bond language likely covered much of the work and that final reports and reimbursement paperwork may exist in Board of Education or finance archives rather than in the council records.
Committee members urged staff to check with the Board of Education and finance and to verify whether final documentation exists so that projects can be formally closed in the town’s tracking system. The subcommittee agreed to request that staff report back with findings and, if necessary, to pursue final reports before recommending disbanding related oversight committees.
