District reports growth and disparities in GT, bilingual and early-college programs

Tanya Castillo presented data for the 2025-26 year: "For the 2526 school year, Floresville ISD provided gifted and talented services to 321 identified students, which represents about 8.2% of our student enrollment." She said universal kindergarten screening and referral processes are used for identification, and acknowledged the GT program needs improved participation by Hispanic students versus the district demographic target.
On bilingual and ESL support, Castillo described dual-language instruction (0.5 Spanish/0.5 English in elementary) and noted emergent bilingual counts rose slightly (from 373 to 374) and that parent opt-outs do not generate Title III funding. On early college, Castillo said the program's first cohort (class of 2029) had strong dual-credit results (94% pass rate in the fall, 93% in the spring) and that 60 students were accepted from 72 applicants into the program's initial cohort.
Mr. Barrett added that 56% of early-college students are economically disadvantaged and said the program expands college access while meeting CCMR (college, career, military readiness) goals. Trustees asked about outreach and training to improve equitable GT identification; staff said increased GT screening and teacher training are part of next-year goals.
