Council accepts West Coast Contractors' responsive bid and approves contract award pending funding approval

Coquille City Council moved to accept a responsive bid for the city's water reservoir reconditioning and repair project and then approved awarding the construction contract to West Coast Contractors pending the funding agency's approval of a revised budget.

Public works staff told the council West Coast Contractors originally bid "a little over 3,700,000," then described negotiations and scope reductions that lowered the contract value to "just under $3,000,000." The presentation summarized savings from reduced engineering fees, permitting and regulatory costs and a change in dredging method that together brought the contract cost down. "So all of that, allowed them to reduce their price to this, 2.988295," the public works director said, adding the full project cost including other construction expenses reached just over $3,000,000.

Council formally moved to "accept the loan response bid received 06/17/2026 from West Coast Contractors in the amount of 3,723,000," a motion that was seconded and carried by voice vote. Council then voted to award the construction contract for reconditioning and repair of the city's water reservoir and tank to West Coast Contractors in the amount of $2,988,200 (amounts in packet showed 2,988,295) pending funding-agency approval and a revised project schedule.

The staff presentation noted the funding included a required contingency equaling 10% of construction cost and that the city would commit an additional contingency (up to $165,000) from the water fund if needed, while preserving a larger contingency balance in the 2627 water fund for future capital projects. Questions from council centered on the difference between previously presented budget figures (a referenced 2.5 million construction figure) and the new award and funding amounts; staff clarified the earlier figure was for a construction-only portion of a larger design–permit–construction budget.
