The county’s budget presenter told the court that Uvalde County adopted a tax increment reinvestment zone (TERS) in 2024 and that a financial adviser had indicated the zone likely should have captured only 50% rather than 100% of increment. The presenter said the issue could affect maintenance-and-operations (M&O) rates in a few years and cited a TERS base-year value of $2,000,001.81.
The presenter asked that the court invite the county’s financial adviser to a future meeting to explain the TERS calculations and potential impacts, and said staff would provide supporting documents and the tax specialist’s conservative revenue assumptions in the next budget draft.
