Allan Rogers seconded the motion. The motion passed with 6 Ayes, 0 Nays and 1 Abstention (Melina Loberg recorded as abstaining because she was not present for all relevant discussions). The vote tally recorded individual member votes in the minutes.
FinCom members noted that FY25 closeout remained incomplete and Free Cash was described in the discussion as guesstimated at $58,000,000, but that estimate was subject to change because FY25 was not closed. The committee asked departments to provide additional foundational information (levy, free cash estimates, fee revenues, five‑year staffing projections) ahead of Town Meeting and the FinCom recommendation deadline on March 27.
