On Feb. 10, 2026, the Laconia Public Safety Subcommittee reviewed a proposal to create a downtown social district based on material attached to the agenda, including NH House Bill 467 and a proposed map. City Manager Kirk Beattie summarized the map and legal framework and said, "we should stick to the parameters listed in the RSA, but he thinks the Council can control the hours and days it can be in operation." No formal vote was taken.
The committee heard that the proposal would initially be limited to the mapped downtown area as a trial, with other city events continuing to follow existing Special Events Committee approvals. Chairman Soucy said he would like the district area expanded to include Rotary Park to cover concerts and the Pumpkin Festival. Committee members discussed possible operating schedules including a Thursday–Friday–Saturday model or a Friday–Saturday–Sunday option.
A Canal Street business owner, Jim Daubenspeck, told the committee he had not heard opposition among downtown merchants and said he supported the idea: "He has been to Savannah, Georgia and it works very well down there." Beattie said he would take meeting notes and return to the committee with suggested approaches for implementation, including limits tied to RSA provisions and choices about hours, days and geographic scope.
Why it matters: a social district would allow the controlled carrying of open-container alcoholic beverages within a defined downtown area during authorized times, potentially changing how festivals and nightlife operate in downtown Laconia and affecting licensed restaurants, retailers and event permitting.
