County accepts $728,600 for Lead Rental Registry, reports 1,000+ properties registered

The Health & Mental Health Committee voted April 21 to accept and appropriate $728,600 in state funds for the Lead Rental Registry Program for the period April 1, 2026–March 31, 2027. Deputy Commissioner Lisa K. Lahiff told legislators the program stems from state legislation that requires landlords of properties with more than two units built before 1980 in designated communities (Newburgh, Middletown and certain ZIP codes) to register properties and submit to inspections every three years; the county will audit 20% of registered properties.
Lahiff said the county has “over 1,000 properties registered to date, which is 25% of the properties required to register,” and that May 1 is the compliance date. To increase compliance, staff have used municipal lists, sent mailings, and extended office hours in Middletown to assist landlords who are not computer savvy. She said if landlords fail to register, the county will issue a notice of demand and municipal code enforcement would then play a role in enforcement.
